This quote by David Hume is referring to the consequences of making errors in either religion or ideology. Hume is suggesting that errors in faith are much more harmful than errors in philosophy. On the other hand, errors in approach are only viewed as outrageous, as ideology is based upon sensible reasoning and dispute.
