He believed that a neighborhood with a balance of wealth and hardship was the most likely to have the noblest principles. This is because the people in the community would have enough resources to be comfortable, but not a lot that they become contented and selfish. They would also have enough resources to help those in need, but not a lot that they become depending on the neighborhood. This balance of wealth and poverty would develop a neighborhood that is most likely to have the noblest concepts.
