This quote by Robert Toombs refers to the political turmoil in the United States in the mid-19th century. The Northern celebration, which was mainly made up of abolitionists, was promoting the abolition of slavery and the limitation of slavery in the areas. This position was opposed by the Southern party, which was mainly made up of slaveholders. The political stress between the two parties ultimately caused the Compromise of 1850, which attempted to solve the concern of slavery in the areas. However, the Compromise of 1850 only served to more irritate the political tensions in between the 2 celebrations, leading to the political excitement of 1854. This political excitement was identified by the passage of the Kansas-Nebraska Act, which enabled the growth of slavery into the territories. This act further divided the country and eventually resulted in the Civil War. Hence, it can be seen that the position of the Northern celebration was a major consider the political chaos of the mid-19th century.
