It charges the whole herd, banking on probability: if you panic enough bodies, you can convert chaos into a single meal. That logic is the real subject of the couplet. Hunger becomes a theory of action, and the herd’s size isn’t safety; it’s opportunity.

The line works because it weaponizes scale. “At all the herd will run” sounds almost reckless, even stupid, until the second line snaps it into focus: “through many, to make sure of one.” Congreve is anatomizing a certain kind of opportunist mind, the one that doesn’t need to be precise because it can be prolific. The tactic is familiar in court politics, in social climbing, in seduction, in any environment where targets are plentiful and accountability is diffuse. Spray the room with pressure, flattery, threat, or demand; someone will break first.

As a Restoration poet and dramatist, Congreve wrote in a culture fluent in masks, reputation-management, and the ruthless economics of attention. The wolf is also a social type: the rake, the fixer, the power-broker who treats people less as individuals than as a field of chances. The “herd” implicitly cooperates in its own vulnerability, too, because herd behavior means contagion: one fear becomes everyone’s stampede.
