The “man without ethics” isn’t only a street criminal; it’s the bureaucrat with clean hands and a stamped form, the revolutionary who calls murder “history.” The line works because it’s both accusation and warning: if ethics is optional, brutality isn’t an exception - it’s the default setting waiting for permission.
