The intent is bluntly egalitarian, but the subtext is sharper: personhood is often a political designation, not a biological fact. By insisting it applies "no matter how small", Seuss targets the everyday habits that shrink people into abstractions - the poor, the foreign, the marginalized, the inconvenient.
