The sting is in “probationary.” It turns belonging into a kind of moral surveillance, as if citizenship were a privilege granted after good behavior, not a claim rooted in human dignity or in the country’s own revolutionary rhetoric.

The subtext is classic Bierce: skepticism toward piety, impatience with slogans, and a journalist’s eye for the hypocrisy hiding in official language. “Sovereign” invokes the American creed that power originates with the people; “probationary” admits that the system doesn’t quite believe its own creed when the people in question arrive with foreign accents, unfamiliar religions, or simply the wrong kind of poverty. Bierce is mocking the way a nation built on distrust of monarchy quietly recreates a hierarchy at the border.

Context matters. Writing in the late 19th and early 20th century, Bierce watched nativist panics harden into policy: Chinese exclusion, quota thinking, the invention of “desirable” and “undesirable” bodies. In that world, his definition reads like a cynic’s translation of America’s fine print. The joke lands because it’s not only a joke; it’s an indictment of a democracy that calls itself sovereign while placing some of its future citizens on supervised release.
