Given John Amery’s context - a British fascist collaborator who tried to recruit Britons for Nazi Germany - the line reads less like democratic uplift and more like totalitarian rebranding. Fascist movements routinely borrow the language of fairness to sell hierarchy: they claim to end “privilege” while installing a new, harsher privilege based on loyalty. By declaring that promotion won’t depend on “political” qualifications, Amery is signaling that the old filters (party affiliation, parliamentary credentials, ideological vetting) are obsolete. Translation: the regime decides what counts, and the regime is not accountable.
