Jefferson writes as a revolutionary-turned-administrator in an era when the United States was inventing itself under pressure: factionalism, foreign entanglements, regional rivalries, and the constant fear that the young republic could fracture or relapse into monarchical habits. His subtext is a defense of pluralism before the word had its modern sheen. Expect disagreement, he implies, and design for it. The alternative is politics as a purity test, where the absence of quarrel is purchased by silencing someone.
