Context matters: Goldman is writing and speaking in an America of industrial brutalities, strikebreaking, prison crackdowns, and political paranoia, where “social harmony” is a phrase used to silence labor and radicals. By adopting that language and rerouting it, she’s waging rhetorical sabotage. Anarchism isn’t presented as a romantic tantrum but as a practical peace project: remove the phantoms, and the “two forces” stop needing a master to keep them from each other.
