Most is doing boundary work, not wordplay: he’s trying to nail anarchism to a very specific economic spine. In the late 19th century, “anarchist” could mean anything from anti-parliamentary agitator to bomb-throwing folk devil, and the state eagerly blurred those lines. Most responds by narrowing the label on his own terms. He insists anarchism isn’t a lifestyle of chaos but a theory of social repair, then immediately defines “repair” as property held in common.

The phrasing is strategically disarming. “Because they want the improvement of society” sounds almost civics-class bland, a deliberate contrast to the era’s sensational image of the anarchist as pure negation. That first clause builds moral standing. The second clause sharpens into a hard claim about means: transformation “can only result” from a “commonwealth of property.” The absolutism is the point. Most is preempting reformist socialism and parliamentary gradualism by asserting that the economic base has to be remade, not regulated. If you accept his premise, anything short of communal property is cosmetic.

Subtext: this is also a recruitment and disciplining tool inside the left. It tells wavering radicals that anarchism belongs in the same family as socialism and communism, while warning against “anarchism” reduced to anti-state sentiment without an economic program. Coming from Most - the German exile and incendiary editor who helped popularize “propaganda by the deed” before later repudiations - the line reads like ideological triage: give the movement a coherent identity, justify its uncompromising posture, and deny opponents the easy caricature of anarchism as mere destruction.
