The subtext is tribal but carefully packaged: Republicans are the responsible adults; Democrats (unmentioned, but present) are the spenders. It’s less a policy argument than a legitimacy argument, aimed at making fiscal restraint feel like common sense and political opposition feel like mismanagement.
