"Want to assure you" is softer than "will" and safer than "have". It signals the real objective: not accountability, but reassurance. It’s emotional regulation for voters anxious about deficits, debt, or a generalized sense that Washington can’t be trusted. The promise is intentionally non-falsifiable. "Everything we can" is a lawyerly phrase that pre-excuses failure. If spending doesn’t fall, the effort can still be claimed as maximal within constraints conveniently left unnamed.
