The subtext is that revulsion at bloodshed can be a form of political anesthesia. Pearse isn't celebrating gore for its own sake; he's trying to overturn a hierarchy of horrors. If you can be trained to fear the spectacle of violence more than the structure of domination, empire wins without needing to fire a shot. "Slavery" here is both literal and metaphorical: not just chattel bondage, but the condition of being ruled, spoken for, made small. He sets up a grim moral accounting in which passivity costs more than rebellion.
Context sharpens the edge. Pearse is writing from colonial Ireland, in the years when cultural nationalism is curdling into insurgent politics, and just before the Easter Rising turns rhetorical blood into actual blood. The line anticipates the Rising's sacrificial logic: martyrdom as a catalyst, death as propaganda. It's effective because it treats squeamishness as complicity, forcing the reader to answer an uncomfortable question: what forms of violence have you already agreed to live with?
