The real work of the quote is in the word “security.” Specter isn’t only talking about metal detectors and bodyguards, though the era made those fears real. He’s defending a broader kind of protection: institutional insulation. Security means a judge can rule against a governor, a president, a mob, or a billionaire without having to glance over their shoulder.
