"You can't teach old fleas new dogs" twists the old proverb into a vaudeville gag, a little act of sabotage. It suggests that reformers who think cinema can be purified - made respectable, pedagogical, politically correct, or formally "new" on command - misunderstand the ecology. The fleas (filmmakers, audiences, the industry) will keep jumping to familiar hosts. Fellini isn't denying innovation; he's warning that the medium's instinct is entertainment, and any revolution in film has to hitch a ride on that instinct rather than pretend it can be replaced.
