Freud’s line lands like a polite dinner-party comment that smuggles in a threat: the thing holding society together is also the thing most likely to tear it apart. By calling hostility “primary,” he’s not diagnosing a bad era or a few bad actors; he’s making aggression foundational, older than etiquette, older than institutions, older than our stories about progress. “Civilized society” isn’t a triumphal endpoint in this framing. It’s a fragile truce layered over something stubborn and recurrent.

The rhetorical move is clinical but sly. “Perpetually menaced” refuses the comforting idea that modernity cures us. Freud’s intent is to puncture the liberal fantasy that education, prosperity, or refinement will naturally soften human nature. The subtext is darker: civilization doesn’t eliminate violence; it reorganizes it, redirects it, disguises it as status games, moral crusades, bureaucracy, even “reasonable” politics. The threat isn’t only war. It’s everyday antagonism, the low-grade rivalries and resentments that can be activated, scaled, and weaponized.

Context matters. Freud is writing in the shadow of mass industrial warfare and political extremism, when Europe’s self-image as “civilized” looked grotesque against the trenches and the street militias. His broader project (especially in Civilization and Its Discontents) argues that social order demands repression and sublimation, and those pressures generate their own backlash: guilt, neurosis, resentment. The line works because it refuses moral melodrama. It treats social peace as an ongoing management problem, not a settled achievement, and it makes that management feel uncomfortably provisional.
