The line flatters the listener into agreement, turning patriotism into an apparently rational conclusion rather than a feeling. “Ask yourself” performs democracy while steering it, inviting private judgment in public service of a predetermined verdict.

The intent is political insulation. Lodge, a leading Republican senator and a central figure in the era’s muscular nationalism, is making “best to be found” do double duty: it reassures anxious citizens at home and justifies hard-edged policy abroad. For many Americans in Lodge’s lifetime - Black citizens under Jim Crow, exploited factory workers, women without political rights - the “best” was selective.

What makes it work is its confidence masquerading as common sense: an empire-building argument packaged as a friendly thought experiment.
