Civilization becomes the regime where the survival apparatus stops being background support and becomes the plot. When the economy, bureaucracy, and efficiency claims dictate what counts as meaningful, existence is demoted to maintenance. The subtext is a warning about modernity's genius for converting ideals into workflow: art into content, ethics into compliance, speech into publicity.
Kraus wrote from fin-de-siecle Vienna into the catastrophe of World War I, a period when mass media, nationalism, and industrial organization proved they could mobilize entire societies with deadly competence and hollow aims. His irony is that "civilization" can advance technically while shrinking spiritually, until the tools of living quietly replace the reasons for it.
