The line also reveals Nehru’s tightrope act in early postcolonial India. India needed legitimacy at home and credibility abroad, and Nehru offered a hybrid: parliamentary democracy with a planning state. Calling both “means” is a way to reconcile competing constituencies - capitalists fearful of nationalization, leftists impatient for redistribution, a citizenry exhausted by upheaval - while keeping the government’s moral horizon fixed on outcomes rather than slogans. It’s pragmatic, but not bloodless. The subtext is impatience with doctrinaire politics: the kind that can recite principles while a village has no clinic.

There’s a steelier implication, too. If democracy is only a means, it can be judged, reshaped, even temporarily constrained in the name of the “end.” Nehru likely intended humility and flexibility; history shows how easily that phrasing can be borrowed by successors to justify overreach. The power of the sentence is that it captures nation-building’s central tension: procedure versus progress, liberty versus urgency, ideals versus the impatient demands of reality.
