“Democracy must learn to defend itself” lands with the quiet menace of lived experience: a reformer watching institutions wobble, then crack, under pressure they assumed they could absorb. Gorbachev isn’t romanticizing democracy as an inevitable endpoint; he’s treating it as a political technology that can fail if its operators are naive.

The verb choice matters. “Learn” implies democracy doesn’t automatically come with an immune system. Rights, elections, free speech - these are not self-sealing mechanisms. They require habits: vigilance, legal muscle, civic literacy, and the willingness to draw lines when actors exploit openness to dismantle openness. Coming from the man who loosened censorship and introduced competitive politics in the Soviet Union, the subtext is almost painfully autobiographical: liberalization can invite opportunists, nationalists, and would-be strongmen to use new freedoms as scaffolding for rollback.

Context sharpens the edge. Gorbachev’s perestroika and glasnost were meant to modernize a sclerotic system; instead they helped unleash centrifugal forces that ended the USSR and discredited “democracy” for many Russians as chaos, humiliation, and captured wealth. So the line reads as both warning and self-critique: democratization without guardrails, without credible institutions, without economic legitimacy, is a recipe for backlash.

There’s also a message aimed Westward. Post-Cold War triumphalism treated liberal democracy as history’s default setting. Gorbachev’s sentence punctures that complacency: the threat is not only tanks at the border, but corrosion from within - propaganda, oligarchy, cynicism, and the slow normalization of rule-breaking until the rules no longer matter.
