There is a lot of work being done in this sentence, and very little of it is about water. Hayworth frames “high quality water” as a civic right without calling it one, a safe, consensus-sounding premise that lets him step into a local problem with a statewide (and subtly national) posture. The first clause performs a classic political move: distribute accountability upward and outward. “Elected officials at all levels” sounds cooperative, even noble, but it also dilutes blame. If anything goes wrong, responsibility is shared; if something goes right, everyone gets a ribbon.

The phrasing is engineered to reassure without promising measurable outcomes. “Ensuring” is aspirational, not contractual. “Provided to all Arizona’s citizens” invokes universality while dodging the hard questions that water policy actually raises in Arizona: growth, groundwater depletion, infrastructure costs, tribal water rights, agricultural allocations, and the increasing stress of drought. He gestures toward equity, but the quote carefully avoids naming the tradeoffs.

Then comes the tell: “I am happy to do all I can to assist the city’s efforts.” That is help offered on his terms, in a supporting role that keeps him above the mess of implementation. It’s a strategic positioning statement: present as responsive, aligned with local leadership, and morally invested, while maintaining maximum flexibility. In a state where water is politics in its most literal form, the line reads as a pledge of solidarity that keeps the ledger of obligation conveniently blank.
