Institutions love to imagine themselves as fortresses: stable, principled, built to outlast the messy churn of politics and time. Inge, a cleric with a philosopher's chill, punctures that self-image. His line is less prophecy than diagnosis: the very mechanisms that make an institution powerful also make it brittle, and the habits it normalizes end up training the next force that topples it.

The first barb is biological. "Seeds" implies dissolution is not an outside attack but an internal growth, quietly cultivated by success. Rules harden into ritual; hierarchy becomes self-protection; mission drifts into brand management. An institution can't scale without standardizing, and standardizing is how it stops listening. That is the subtext: collapse is often competence taken too far.

Then comes the sharper twist: it "prepares the way for its most hated rival". Rivals aren't just enemies; they're mirror images formed in reaction. By overreaching, an institution generates resentment, identifies the fault lines, and supplies the vocabulary its opponent needs. The church that polices doctrine too aggressively midwifes dissent. The empire that centralizes control teaches its colonies the blueprint of administration. The establishment that hoards access turns anti-establishment into a coherent identity.

Inge's context matters. Writing across the late Victorian era into the postwar world, he watched old authorities lose their monopoly on truth: church, aristocracy, empire, even the confidence of "progress". As a clergyman, he's also issuing an implicit warning: faith institutions are not exempt. If they fear their rival (skepticism, secular politics, modern moral sensibilities), they should look first at the conditions they've created to make that rival persuasive.
