Karl Marx is recommending that bureaucrats, people who work in government or big organizations, view the world and its individuals as tools to further their own individual gain or organizational goals. They do not see the worth in the private and their needs or desires, however rather view them as simple objects to be managed and utilized to achieve their objectives. This mindset is inherently oppressive and dehumanizing as it ignores the autonomy and worth of those they are manipulating.
