Opposition is the safe zone for self-scrutiny, because you can debate without immediately owning the consequences in legislation, budgets, and coalition bargains.

The key word is “important,” not “ideal.” This isn’t a moral appeal to transparency; it’s a hard-nosed timing note from someone who spent years navigating the CDU/CSU’s uneasy alliances and Germany’s consensus-heavy system. “Necessary and often controversial discussions” signals that conflict isn’t a failure of discipline but a form of maintenance. Parties that postpone disagreements don’t avoid them; they bank them, with interest, until they explode in government when stakes are highest and compromises are costlier.

The health system is a telling example because it’s where ideology meets the invoice. In German politics, health policy is an emotional flashpoint (solidarity vs. market logic, public vs. private insurance) and an administrative maze.
