The line works because it flatters the reader while sounding tough. “Doesn’t depend” is absolute, almost clinical, and “governed” borrows the language of management. This is self-help in its most American mode: feelings as systems; the self as an enterprise; mindset as the executive branch. The subtext is that suffering is, at least partly, an error in administration. If you’re unhappy, the world might be harsh, but your attitude is the variable you’re expected to adjust.

Context matters. Carnegie’s career peaks in the interwar and Depression-era United States, when external conditions were, for many people, genuinely punishing and unstable. His rhetoric offers a portable form of stability: optimism as a technology you can carry into layoffs, social churn, and status anxiety. It also anticipates mid-century corporate culture, where emotional composure becomes professional capital and “attitude” reads like employability.

The line’s power is also its risk. It can liberate, especially for people trapped in circumstances they can’t change quickly. It can also become a polite indictment, a way to turn structural problems into personal homework. Carnegie sells agency; the fine print is responsibility.
