Why it works is the sentence’s choreography. “Never” is absolute, almost scandalously so for a cleric. “The men who will not act” is not “cannot” but “will not,” shifting the issue from capacity to character. It’s a moral diagnosis of hesitation disguised as a proverb. Smith makes faith sound less like waiting for miracles and more like earning the right to them.
