The line is gorgeous because it refuses the Enlightenment fantasy of straight-line improvement and replaces it with art, recurrence, and the bruised psychology of remembering.

The real bite is in the agent and the medium. Time is the author, not kings, not generals, not even "the people". That quietly demotes human control to the level of paper. And the paper isn’t stone or archive; it’s "the memories of man" - unstable, selective, prone to mythmaking. Shelley is suggesting that what we call history is less a record than a rewrite: time inscribes itself through what survives in collective memory, and what survives is never neutral. Trauma, glory, nationalism, nostalgia - these are editing tools.

Shelley wrote in the long shadow of the French Revolution and the Napoleonic aftermath, when Europe watched grand ideals curdle into empire and reaction, then watched the cycle start again. For a poet radicalized by political disappointment and still stubbornly drawn to revolutionary hope, cyclicality is both warning and lure: patterns can trap us, but recognizing the rhyme can also be the first step to breaking it. The line flatters literature, too: if history is a poem, then poets aren’t just decorating reality - they’re diagnosing its recurring forms.
