Democracy isn’t a prop you can wheel onstage for election day; it’s a standard you can wield against your critics. Erdogan’s line works because it sounds like a civics lecture while doing something far more tactical: redefining the yardstick by which his government should be judged.

On its face, the sentence rejects “checkbox democracy,” the idea that ballots and legislatures automatically confer legitimacy. That critique has pedigree, especially in countries where elections coexist with corruption, patronage, or captured institutions. The phrasing invites a broader, almost moral definition of popular rule: effective governance, stability, social welfare, national sovereignty, perhaps even the “will of the people” as interpreted by a strong executive. If democracy is “more” than elections, then criticism of media pressure or judicial politicization can be reframed as pedantic, even anti-democratic, interference.

In Turkey’s context, the line lands as a rhetorical pivot: from democracy as procedure to democracy as mandate. It’s persuasive because it appeals to ordinary frustration with hollow institutions, while quietly making those institutions easier to hollow out.
