The pivot word is “However.” Sterling isn’t claiming we’ve become nicer; he’s claiming the old hardware of violence has hit constraints. “Standard land war” evokes WWII-era assumptions: mass mobilization, clear fronts, capturable territory, decisive victory. His subtext is that those assumptions are now outmatched by the technical environment: precision strike, surveillance, drones, cyber operations, satellite infrastructure, supply-chain chokepoints, and the political impossibility of sustaining high-casualty campaigns under modern media scrutiny.
