The phrasing does a lot of quiet work. "I beg you" performs humility while tightening the screw: if he is pleading, you are morally obliged to listen. The subtext is paternalistic but strategic: he bypasses economics, liberty, and enforcement realities and goes straight for social risk management. Don’t make the state the villain, he implies; make the environment clean and the young will stay clean. It’s an argument that launders coercion into care, and that’s why it’s effective.
