He’s not claiming he drifted because he lacked willpower; he’s insisting that “will” is the wrong unit of explanation. In Skinner’s world, the driver isn’t a sovereign inner self making noble choices. It’s contingencies: rewards, punishments, cues, routines, institutions. The environment “makes” decisions because it shapes the menu of options and conditions what feels natural to pick.

The phrasing is doing careful work. “Direct,” “design,” “decisions” are the vocabulary of the self-help industry and the liberal fantasy of the autonomous individual. Skinner strips it down to the humbler truth that life is mostly responding. “Things always came up” sounds like mere happenstance, but the subtext is more pointed: those “things” are patterns. Reinforcement histories. Social scripts. The architecture of opportunity. He’s reframing biography as the afterimage of forces you rarely notice while they’re acting on you.

Context matters: Skinner built his career arguing that behavior can be predicted and altered without appealing to private, unmeasurable mental states. His most controversial move was moral: if people are products of conditions, then responsibility shifts from blaming individuals to redesigning systems. The line lands with a chilly kind of comfort. If you didn’t author your life, you also didn’t entirely earn your failures. But it comes with a warning: if you want different outcomes, “decide better” is a flimsy plan. Change the contingencies, or the contingencies will keep deciding for you.
