The wording does a lot of laundering. “Our Soviet espionage efforts” recruits the listener into a shared project, as if he’s still on the team. “Had very seldom” is the language of performance reviews, not moral reckoning. Even “worthwhile” carries a technocratic chill, reducing geopolitics to a cost-benefit spreadsheet. The subtext: if the product was bad, the theft of it can’t be that catastrophic. That’s self-exculpation wearing a managerial tie.
Context sharpens the cynicism. Ames wasn’t an outsider exposing dysfunction; he was a CIA officer who sold out assets to the KGB, helping dismantle U.S. operations and enabling arrests and executions. The claim that U.S. collection yielded little intelligence becomes perversely circular: he helped make it true. He’s also echoing a perennial Cold War anxiety inside Washington-that America was blind inside the USSR-and converting that fear into cover for his own motives: money, resentment, and a taste for control.
It works because it sounds like an insider’s sober audit, when it’s really a moral diversion: downgrade the mission, and the betrayal shrinks with it.
