In that setting, urging turnout isn’t about opening the political field; it’s about filling the stadium so the broadcast looks convincing. High participation rates can be converted into a mandate, a statistic that travels well abroad and calms nerves at home.

There’s also a paternal register: “I have this to say to the people.” The leader speaks, the public complies. The citizen is cast not as a sovereign actor but as a participant in the state’s script, where abstention is framed as irresponsibility rather than protest. The subtext is a bargain: perform democracy, and the regime can claim consent. The intent is less to invite dissent than to domesticate it inside a controlled ritual.
