The intent is twofold. First, to normalize a limited return of private enterprise as a tool rather than a worldview. Dubcek isn’t pitching capitalism as moral salvation; he’s pitching it as logistics. Second, to reassure skeptics inside the Communist Party and the Soviet orbit that this is management, not mutiny.
