That setup isn’t accidental. It frames the speaker as reasonable and aspirational, while casting the target as uniquely dangerous. The word "but" is the trapdoor; once it drops, "greatness" becomes an implied possession that has been stolen.

"Misguided policies and ideology" is doing double duty. Policies can be debated, amended, repealed. "Ideology" suggests something deeper and contaminating - a worldview smuggled into institutions. When Quayle says Obama "fundamentally changed our country", he’s not only arguing that the administration passed bad laws; he’s implying an illegitimate rewrite of the nation’s identity. That’s why "really fundamentally" is piled on: it’s intensifier-as-proof, a way to demand urgency without litigating specifics.

The hyperbole is the point: "more so than any president in our history" is less a factual claim than a signal flare to a base primed to see Obama as an exceptional rupture. In the post-2008 context - the financial crisis, the ACA fight, bailouts, stimulus, and cultural backlash around race and cosmopolitanism - "changed our country" becomes a proxy for anxieties that can’t be named cleanly on a stump.

Intent-wise, it’s mobilization rhetoric. It asks the listener to treat normal policy disagreement as civilizational emergency, converting partisan opposition into a restoration project.
