No talk of “historic destiny” or “civilizational struggle” - just the baseline services that separate a functioning state from a hostage territory.

The intent is also diplomatic. “Everyone has access” codes Ukraine as a European-style social contract: inclusive, rights-based, administratively competent. That’s aimed as much at Brussels, Washington, and lenders as it is at Ukrainians. It signals that Ukraine’s future is not merely survival but alignment with institutions that prize public goods, transparency, and human capital. When you’re asking allies to bankroll reconstruction, you sell a vision of a state worth investing in.

Subtext: this is anti-empire language. Russia’s project, in Zelensky’s telling, reduces Ukraine to a buffer zone; his counter-offer is a citizen-centered republic. Education becomes a quiet weapon against forced narratives and cultural erasure; healthcare becomes proof that the state can protect bodies as well as borders. In a country absorbing trauma, displacement, and amputations, “healthcare” reads as care for veterans, families, and the psychologically battered.

Context sharpens the stakes. Ukraine has long wrestled with corruption and uneven services; Zelensky is implicitly acknowledging that victory must be measured not only in territory regained but in systems rebuilt.
