In a country absorbing trauma, displacement, and amputations, “healthcare” reads as care for veterans, families, and the psychologically battered.

Context sharpens the stakes. Ukraine has long wrestled with corruption and uneven services; Zelensky is implicitly acknowledging that victory must be measured not only in territory regained but in systems rebuilt. It’s a promise that the postwar story won’t be oligarch restoration, but a reset where legitimacy is earned through competence and access.
