Context matters: California’s post-crisis governance has been less about vision than triage. By framing the office as an allocation problem - where time is the scarce resource and impact can be maximized - Whitman tries to sidestep ideology and sell management. It works rhetorically because it flatters voters’ impatience with process, even as it smuggles in a premise: that politics is a distraction from “results,” rather than the messy machinery required to produce them.
