If elites can “dominate our ideas,” coercion becomes inefficient, even counterproductive. The state doesn’t have to look like a state. It can look like common sense, professional norms, “responsible” news judgment, HR training, market logic, patriotism on autopilot. The sharpest move is his final turn: “We will control ourselves.” The subject flips. The governed become the wardens.

Zinn is writing as a historian of American dissent, and the roster he names maps the infrastructure of consent in a modern capitalist democracy: elected officials for policy, corporations for material dependency, mass media for narrative oxygen. Zinn’s intent isn’t paranoia; it’s strategy: if domination is ideological, resistance has to be cultural, educational, and relentlessly skeptical of whoever gets to define reality.
