As a politician (and later a statesman associated with idealistic international agreements), he’s fluent in the rhetoric of stability. The line stitches together two powerful American myths: that the people are inherently competent (“ability and industry”), and that prosperity is a natural resting state we return to if we just keep our nerve.

It works because it’s emotionally efficient: it flatters, calms, and absolves leadership of specifics, all while sounding like leadership.
