Dictators and zealots rarely fear "art" in the abstract; they fear specific narratives that embarrass them, unmask them, or offer citizens a language for dissent. "Maximum" is doing a lot of work here: it turns murder into a perverse metric, a grim barometer of relevance. The line is also a defense of writing as a real-world act, not a decorative one. Vargas Llosa came of age in Latin America's long 20th-century trench war between novelists, journalists, generals, and guerrillas, when the printed word could be treated as contraband.
The subtext is complicated by his own trajectory as a public intellectual and political candidate: he knows the seduction of heroic posture, but he also knows what it costs. Calling assassination "respect" is irony sharpened to a point.
