"If you will investigate all the Indian troubles, you will find that there is something wrong of this nature at the bottom of all of them, something relating to the supplies, or else a tardy and broken faith on the part of the general government"
About this Quote
The subtext is sharper than it looks. “If you will investigate” is a challenge to the comfortable story that violence just “happens” when cultures collide. Crook implies causality and responsibility: war is not a natural condition of Indigenous life but a predictable outcome of treaty regimes treated as paperwork and rations treated as leverage. “Tardy” matters: it suggests not merely failure but a pattern of delay as policy, where hunger and uncertainty do the coercive work that open force doesn’t have to.
Context does the heavy lifting. In the post-Civil War era, the U.S. expanded west through treaties routinely revised, underfunded, or ignored, while reservation systems made communities dependent on federal deliveries that were vulnerable to corruption and political whim. Crook, often cast as a hard-nosed Indian fighter, is also registering how the government’s administrative failures manufacture the very “troubles” the army is sent to suppress. It’s a grim feedback loop: broken faith produces resistance; resistance justifies more military control; military control obscures the original breach.
