By calling it a "weapon", Bill Richardson isn’t lamenting public confusion; he’s accusing power of engineering it. Tyranny, in this formulation, doesn’t merely thrive when people don’t know better. It needs them not to. Confusion becomes governance.

The second half pivots to "enlightenment" as "salvation", and the religious echo is doing quiet work. Salvation implies rescue from a danger you may not even fully see, which is precisely how ignorance operates in the first clause: invisible until it has already narrowed your choices. "The free" aren’t described as inherently virtuous or smarter; they’re depicted as a condition maintained through continual illumination - education, transparency, civic literacy, journalism, even diplomacy. Freedom is not a birthright so much as a practice.

As a politician, Richardson’s intent is also tactical. The line compresses a whole agenda into a moral binary that plays well in speeches: authoritarianism equals darkness; democracy equals light. That’s not subtle, but it’s effective because it flatters the listener while assigning responsibility. If enlightenment saves, then citizens have obligations: to learn, to question, to refuse the comfort of not knowing.

The subtext is a warning about modern democracies, too: you don’t need tanks to get tyranny. You can get there by drowning people in misinformation, by hollowing out schools, by teaching cynicism as sophistication.
