Men, when present, often function as catalysts for chaos or as decorative ego, not as the engines of stability.

The subtext is also political. In Franco-era Spain, public institutions were aggressively patriarchal while private life often depended on women managing scarcity, secrecy, and social respectability. Almodovar turns that contradiction into a thesis: the official story says men rule; the lived story says women govern. The line lands because it's funny, yes, but it also feels like an exposed wiring diagram of how power actually works.
