Kossuth is doing diplomacy with a lawyer’s scalpel: conceding just enough to make his real demand harder to refuse. He opens by blessing variety in government, a principle that flatters British self-image as tolerant and practical rather than ideological. It’s also tactical. In mid-19th-century Europe, revolutionaries were routinely painted as contagion; by insisting that forms of rule should fit “circumstances,” “wishes,” and “wants,” Kossuth casts himself as a constitutional realist, not a Jacobin export.

The line about England “lov[ing] her Queen” is not fawning so much as immunization. He’s telling a monarchy: I’m not here to insult your settlement. That matters because Kossuth, the face of Hungary’s 1848-49 independence movement against the Habsburgs, needed Western sympathy and material support after defeat and exile. Britain admired liberal reforms but feared upheaval; Kossuth’s subtext reassures the gatekeepers that Hungarian self-rule doesn’t automatically mean regicide.

“Full motive to do so” is the shrewd turn. It implies legitimacy is earned, not inherited. England’s monarchy is defensible because it serves the nation’s interests; if other crowns don’t, the affection is not owed. Kossuth threads a needle between respecting national sovereignty and asserting a moral standard for governance. He’s selling revolution as a local corrective, not a universal blueprint, and inviting Britons to recognize that their loyalty is conditional too - just dressed up as tradition.
