No one “made” it impossible; the regime simply “developed,” like weather. That grammar isn’t accidental. It’s a classic strategy of technocratic self-exculpation: shift agency away from perpetrators and into abstractions, then present compliance as the only sane option left.

The “Academy” (a prestige marker) is cast as a neutral policy workshop, limited to “economic or social” laws, as though those areas were apolitical. In a totalitarian state, they’re the bloodstream. Economic rules decide who eats, who works, who is dispossessed; social rules decide who belongs, who is policed, who is erased. Frank’s phrasing quietly normalizes the regime’s priorities by treating everything outside that scope as the real “other spheres,” implying that the core machinery of power is merely administrative necessity.

Context sharpens the cynicism. Frank wrote and spoke in the shadow of accountability; he was later tried at Nuremberg and executed. Read that way, the line becomes a preemptive defense: I was merely drafting practical statutes, and even that became harder as politics got rough. The subtext is a plea for the moral innocence of process. The historical reality is that process was the point.
