Contextually, this fits Rifkin’s long-running critique of an economy built around throughput. He’s not saying Americans don’t care. He’s saying the culture has been trained to convert care into private lifestyle signals rather than sustained public commitments. The line is an accusation: you can’t recycle your way out of a system addicted to convenience.
