The intent is less to inspire than to corner the reader: if we’re staring at extinction-level problems (nuclear escalation, climate breakdown, runaway tech, authoritarian drift), then the usual debate about whether democracy is “messy” or “inefficient” becomes morally childish. Chomsky’s subtext is that survival threats are man-made and therefore politically mediated. Context matters: Chomsky comes out of the Cold War, Vietnam, and a lifetime of watching elites speak the language of democracy while practicing managed consent. That history hangs behind the sentence like a warning label. He’s also quietly rejecting fatalism. Calling the moment “terminal” sounds deterministic; tying survival to democratic agency is the escape hatch. The rhetorical trick is to make optimism conditional: we don’t get to “hope” our way out. We have to govern our way out.
