Willkie’s line performs a neat rhetorical ambush: it flatters American self-image as a nation past the grubby temptations of empire, then pivots to accuse the country of running an empire anyway, just domestically. The shock isn’t in the vocabulary of “imperialism” but in where he relocates it. By calling segregation and racial hierarchy “race imperialism,” he drags a word Americans liked to project onto Europe or distant colonies and pins it to Jim Crow, housing covenants, labor exclusion, and the everyday governance of who counts as fully American.

The intent is moral leverage. Willkie, a corporate lawyer turned prominent Republican figure, isn’t speaking from the usual civil-rights vanguard; his authority comes from being legible to the establishment. That’s part of the subtext: if even someone like him will use the language of empire to describe U.S. race relations, the denial starts to look unserious. He’s also shifting the frame from prejudice-as-personal-failing to domination-as-system: “practised within our own boundaries” suggests policy, habit, and institutions, not just attitudes.

Context matters: in the early 1940s, the U.S. was selling World War II as a fight against tyranny while Black Americans were pressing the “Double V” campaign (victory abroad, victory at home). Willkie’s phrasing exploits that wartime hypocrisy. It implies that a democracy can’t credibly export freedom while maintaining an internal colonial order. The line works because it makes “imperialism” stop sounding foreign and start sounding like home.
