About this Quote
Walpole, the architect of early British prime-ministerial power, spoke for a political class learning to manage a modern state: credit markets, commerce, parliamentary consent, and public anxiety. In that world, “vigor” can’t mean reckless heroics. It means calibrated exertion - enough to look resolute, not enough to risk riots, debt panic, or a destabilized home front. The syntax itself performs balancing: each assertion is immediately hedged, as if he’s preemptively answering critics who wanted either more aggression abroad or less expense altogether.
The subtext is a rebuttal to the romanticism of war hawks. Walpole isn’t denying martial necessity; he’s insisting that Britain’s real weapon is its economic engine and internal order.
