Multiple reference sources state the piece was first published anonymously in The Saturday Review on 17 November 1894 (a periodical publication, not a book). I can verify the wording in the text itself (via Wikisource), but I have not been able (in the time available here) to open a scanned image of the 17 Nov 1894 Saturday Review issue to confirm the exact page number from the original printed issue; that’s why confidence is set to medium rather than high.
